Police have appealed for help tracing a man who indecently assaulted a woman in the street.

The 24-year-old victim was targeted in Queens Road, Clarendon Park, Leicester, last week.
A man approached the woman and touched her indecently at 9.30pm on Monday, March 25.
The incident happened near the junction with Greenhill Road.

Man jailed for revenge attack on his rival

Leeds Crown Court heard Farrekh Ejaz, 24, and another man planned and carried out the sustained attacked in December 2011 as they had a grudge against him.

Victim Daniel Walker, 25, was left with two broken cheek bones, a broken nose and had to have 34 stitches in his head as after being attacked as he walked home from a pub in Bingley.

Ejaz’s accomplice approached Mr Walker with his face covered by a ski mask and was carrying a pair nunchucks - two pieces of wood joined together by a chain.

Ejaz approached the victim from behind and punched him in the back of the head. Mr Walker tried to run off but was struck to the legs with the nunchucks and fell to the floor.

Man robbed at knifepoint

POLICE are appealing for help to trace three men who robbed another man at knifepoint in Redditch.
It happened on Thursday, September 20 at 7.25pm in an underpass off Harport Road between Lodge Park and Greenlands.

The victim, a man in his 20s, was approached by three Asian men, two coming from behind him and one in front who pulled out a Stanley knife and ordered him to hand over his valuables.
He tried to fight them off and stopped them from stealing his mobile phone but fell to the floor and suffered a cut hand.

The victim managed to run from the scene after the robbers had grabbed a small black bag from him which had long string handles. It contained his lunchbox.
The robbers were all thought to be aged between 20 and 24, around 5ft 6ins, of medium build and wearing hooded tops.

One of them was wearing a top with an urban camouflage design and one of the others was wearing beige trousers.

Detective Constable Dave Jennings of Redditch CID said: "Fortunately the victim's injuries did not require medical treatment but obviously he was pretty shaken up by this.

“It was a senseless robbery in that all they managed to steal was an empty lunchbox.

“However the use of a knife is very worrying and it is essential we catch these men.”

He added: "I would urge anyone who saw them hanging around near the underpass or knows or can suggest who they are to get in touch with us as a matter of urgency."

POLICE have issued CCTV images of a man they want to speak to after a 16-year-old girl was inappropriately touched on a bus in Rossendale earlier this year.

The incident took place on the Manchester-bound X43 as the bus travelled along Manchester Road in Burnley on May 15.

A man touched the student as he sat next to her on the bus. He got off at the Craven Heifer pub bus stop in Rawtenstall.

DC Ian McLean from Burnley CID said: “I would appeal to anybody that recognises this man or with any information that could assist with our investigation to come forward and call me on 01282472142 or 101.”

Fury over East End Mela festival ‘being used for people trafficking’ into UK

An independent review of the annual Mela street festival in London’s East End has been called after allegations that it’s being used again for “people trafficking” to get illegal immigrants into Britain

The call by Tower Hamlets councillors follows the arrests of 19 men by the UK Border Agency in Bangladesh earlier this year.

Meanwhile, protesters from the East End’s own Bengali community picketed the Town Hall on Wednesday demanding cancellation of the nine-year contract Mayor Lutfur Rahman has given the Baishankhi Mela Trust.

Protest organiser Gulam Chowdhury handed a petition to the council meeting claiming the Mela was being used for trafficking.

He told councillors: “The event has become subject of scandals and allegations of abuse and misuse.

“There are repeated incidents of arrests of those linked with the Mela.”

Mr Chowdhury called for regular open tendering to run the Mela.

He had earlier told the Advertiser: “A nine-year lease is too long. It should be open to tendering at least every three years.”

Councillors then voted to call on Mayor Rahman to carry out a review of the 2012 Mela to make sure all obligations were met and make the findings public.

Labour’s deputy leader Motin Uz-Zaman said: “People are saddened by activities which have tarnished the reputation of this council and the Mela.

“There are questions of accountability and the way the Mayor has given out a contract for nine years—I cannot recall any organisation getting such a contract.”

Tory group leader Peter Golds warned he would have “no hesitation to go to the District Auditors” if there were problems with the Mela.

Allegations of ‘trafficking’ were being taken seriously by Mayor Rahman’s own cabinet.

Cllr Oliur Rahman said: “Trafficking is not acceptable under any circumstances. Whoever is responsible must face full punishment, whoever they are.”

But Culture lead member Rania Khan insisted there was transparency over the way the Mela was being run. The accounts would be available through Companies House at the end of the year, she pointed out. Top accountants had also been brought in to audit the books.

Opposition councillors called for the Mela to be taken over by the Town Hall—like it was when trafficking and corruption allegations emerged five years ago.

Former council leader Denise Jones said: “We took it in-house for two years and worked well. It’s sad this issue has come back to the council.”

The turbulent history of the Brick Lane Mela goes back to 2007 when the Town Hall cut links with organisers after the-then Bethnal Green MP George Galloway called for an inquiry over whether it had been used to smuggle illegal immigrants.

It was cancelled the following year when the council refused to allow any public park to be used, then taken over in 2009 before being handed back to the community.

But trafficking allegations resurfaced this year, with the arrests of 19 men in Bangladesh on May 24 trying to get visas with forged bank statements pretending to get work at the Mela. The UK Border Agency and British High Commission had been tipped off by the Mela Trust.

Thousands of chickens slaughtered for religious custom in 'appalling' conditions on Bovingdon farm

 He was concerned when he saw the chicken slaughter house and some Asian men, not wearing protective clothing or hairnets, killing chickens. There was blood on the floor and between 50 and 100 dead chickens piled up in the open air. Bloody water from a pipe was being discharged into a stream and there were hundreds of rotting feathers and lumps of meat.

 

More than 130,000 chickens a year were being killed on a farm in "appalling conditions" in Bovingdon, a court heard yesterday.

Farmer Robert Skerry, 54, operated an illegal slaughterhouse at Game Farm in Bovingdon where his customers slaughtered the birds without wearing protective clothing, carcases were left in the open air and bloody water was discharged into a stream.

Some of those who bought his birds came from different parts of the country and killed them in his shed according to religious custom.

When questioned by an Environmental Health Officer one man, who said he ran a kebab van, said he was not slaughtering the birds for his business but for his family's personal consumption.

Opening the case at St Albans crown court on Tuesday Richard Heller, prosecuting, said: "This is one of the most serious cases of operating an unlawful slaughter house."

He said an investigation was launched after PC Richard Ballinger called at Game Farm on Maple Road on an unrelated matter on May 4 2010.

He was concerned when he saw the chicken slaughter house and some Asian men, not wearing protective clothing or hairnets, killing chickens. There was blood on the floor and between 50 and 100 dead chickens piled up in the open air. Bloody water from a pipe was being discharged into a stream and there were hundreds of rotting feathers and lumps of meat.

PC Ballinger spoke to Dacorum Council's Environmental Health officers and on May 12 Environmental Health Officer Joanne Lee-Dadd visited the farm and found: "appalling conditions of hygiene".

Mr Heller went on: "There were live crates of chickens in the slaughter shed. Live animals should not witness the slaughter of others. In the shed there was dirt and mould on the ceiling and dirt on the wall.

"There was no hot water basin and no wash basin for hands or equipment. There were two open drains and a crack in the window which would allow flying insects in.

"A portable toilet was filthy and rat hole was discovered between the toilet and the shed."

Environmental Health Officers returned to the farm on May 24 and spoke to the man who ran a kebab van,who said he was slaughtering chickens for his family to eat.

Mr Heller said: "Thousands and thousands of chickens were being processed and it is highly unlikely that none of them were being marketed for general consumption. In excess of 10,000 were being slaughtered a month. The scale of the operation was significant."

On May 26 the Environmental Health Officers put a notice in place ordering the slaughtering to stop.

When questioned the farmer said he was paying 42p for each bird but refused to say how much he was receiving. He said on a bad day he would have three or four customers, but on a good day he could have 100.

Mr Skerry pleaded guilty to two charges of failing to comply with legislation in a prosecution brought by Dacorum council before Watford magistrates court on July 18 last year. The case was sent to St Ablans crown court for sentence.

Defence barrister Jeremy Barton said Mr Skerry's had been born on the farm, had lived there all his life and lived a "frugal existence" with his 90 year old widowed mother.

He said he had always sold live chickens, but in recent years there was a market for the slaughter of chickens on the land which was driving by the Asian community. "Customers would slaughter chickens based on religious beliefs and they were happy, " said Mr Barton.

The farmer had been prosecuted in 2004 for allowing chickens slaughtered on his premises to be sold for commercial purposes, but was not aware that the law had been tightened to prevent people supplying meat from unregistered slaughter houses for private use.

At the time he said he was making a profit of between £20,000 and £25,00 a year from the chicken business and was paying himself between £100 to £150 a week.

With the closing of the slaughter business he said the farmer had suffered financially and was in poor health, having suffered a heart attack.

Judge Stephen Warner asked how much the farm was worth. Mr Skerry replied: "About a million at today's prices. I inherited it from my father."

Sentence was adjourned until 29 June.

Officials Tried to Suppress Information About Muslim Grooming and Murder Case

An official report into the way care agencies dealt with a murdered girl concealed key information about adults suspected of grooming and using her for sex from the age of 11, The Times can reveal today.

    Laura Wilson, 17, was repeatedly stabbed then thrown into a South Yorkshire canal in 2010, six years after concerns were raised that she was at risk of being sexually exploited by men.

    Details kept secret when a serious case review was published last week can be reported today after a safeguarding board abandoned legal action against The Times. The board had redacted — blocked out with thick black lines — information identifying Laura as one of several girls in Rotherham who were suspected of falling victim to sexual abuse by “Asian men”.

    Also kept hidden were details of care professionals’ involvement with Laura from the age of 11 to 15, including meetings that discussed concerns about child sexual exploitation. The board’s application for a High Court injunction to gag The Times was dropped after Michael Gove, the Education Secretary, accused the board of withholding “relevant and important material”.

    The redactions, coupled with Rotherham’s attempt to suppress the report in the courts, will lend support to the impression that child sex exploitation is not being confronted robustly by care professionals and local government.

    Laura, identified in the report as “Child S”, was murdered in Rotherham by Ashtiaq Asghar, 17. Ishaq Hussain, 21, a married man who made her pregnant a month after her 16th birthday, was found not guilty of murder.

    The report, published by Rotherham’s safeguarding children board, found that 15 agencies had had dealings with Laura. It identified “numerous missed opportunities” to protect a vulnerable child who became “almost invisible” to some care professionals.

    Redactions were made to 61 of the report’s 144 pages, ostensibly to protect “the privacy and welfare” of the dead girl’s baby. Hidden from view was the fact that Laura “was mentioned” during a 2009 police inquiry that led to the conviction of five British Pakistanis, aged from 20 to 30, for sex offences against three girls aged 13 to 16.

    Though the published report said that when Laura was 10, a young girl with whom she was very closely associated “is thought to have become involved in sexual exploitation”, it concealed that this was “with particular reference to Asian men being involved”.

    Other redacted details include:
    · “At the centre of the Child S case is the issue of Child S’s potential involvement in sexual exploitation.”
    · Many of the indicators that a child is being groomed for sexual exploitation “were apparent in the case of Child S”.
    · Laura was referred to a specialist child sexual exploitation project three months after her 11th birthday.
    · Laura was “taken into a car with men who encouraged her to drink alcohol”.
    · When she was 13, “Child S and her friend were given alcohol by men at a local takeaway and were asked what they were going to give them in return”. Her mother said that “she had immediately notified the police”.
    · Her mother “was shocked when it looked as though Child S was involved with older men” and said that “she had tried to get the police and social care to do something about it”.
    · Her mother said that “Child S had always said that what [another girl] was doing was wrong and that she would never mess around with Asian men”.

    The board’s claim that redactions were made to protect Laura’s relatives is weakened by the personal information about her family that it made public. Its published report disclosed that “from the age of two she experienced the emotional and physical stress of abuse within the family”. The board also chose to reveal that Laura shaved her baby’s head in keeping with Muslim tradition “and talked about bringing her up as a Muslim”.

    In 2010 the Government ordered the publication of all serious case reviews. The Times has learnt that the Rotherham board tried to withhold the entire Laura Wilson report, a request rejected by the Department for Education. Mr Gove was told of differences between the review’s published and unredacted versions. He saw both last week and “made plain” to Alan Hazell, the board chairman, his desire for the report to be published “as fully as possible”.

    A government spokesman said: “This girl was clearly let down at all stages of her short life. We need greater transparency if we are to give the public greater confidence in the child protection system. Those objectives are undermined if published reports are inappropriately edited.”

    Mr Hazell said last week that “at no stage did we have any evidence that Laura was involved in child sexual exploitation”. He suggested that her death was the story of “a boyfriend from a relationship who callously murdered his girlfriend”. Yet the review’s executive summary said: “There is evidence from [Laura’s] behaviour that she did get involved in sexual exploitation.”

    The report’s independent author, Pat Cantrill, suggested the absence of more definitive proof that Laura was being used for sex by adults may have been due to failings by care agencies: “Laura obviously had friendships with girls . . . involved in sexual exploitation. The fact that she was vulnerable and was involved in that world should have been enough for people to do more preventative work with her. That didn’t happen.”

    In her report, Professor Cantrill said that care professionals in Rotherham needed “improved knowledge of sexual exploitation and grooming, including a better understanding of perpetrators”.

    Mr Hazell said he rejected “in the strongest possible terms any suggestion that information was redacted from the published report for any reason other than to protect the interests of Laura’s daughter, immediate family and other third parties”.
