A predatory paedophile who cruised Bradford’s streets hunting for young girls was today behind bars after he was found guilty of kidnapping and sexually assaulting a six-year-old girl.
Car salesman Qamar Malik, 28, was also convicted by a jury yesterday of twice attempting to abduct a girl aged 12 in daylight.
When he was 16, Malik sexually assaulted three girls he met by chance in the street, dragging one down a snicket to molest her, the jury was told during the trial at Bradford Crown Court.
Malik, of Parsonage Road, West Bowling, Bradford, was yesterday remanded back into custody to await sentence by Judge Peter Benson who said it was “a very disturbing case” with “a big background”.
He warned Malik to expect a substantial prison sentence when he is brought back to court on January 15.
Judge Benson adjourned the case for the preparation of a report from the probation service that will assess the level of danger Malik poses to members of the public.
The judge told him: “You have a history of assaulting girls who are strangers in the street and I need the probation service to prepare a report to assess the level of risk you present.”
Malik, wearing a blue sports shirt, sat in the dock with his head bowed after the verdicts were delivered.
He was unanimously convicted of twice trying to abduct a 12-year-old girl from central Bradford in July.
The jury found him guilty by 11 to one majority verdicts of kidnapping the six-year-old girl on August 13 this year by unlawfully, and by force or fraud, taking or carrying her away and of sexual activity with the child by touching her chest and waist.
Both the girls were strangers to Malik, the court was told.
Prosecutor Rupert Doswell said Malik stopped his car near the 12-year-old girl, told her she was cute and asked her to sit in the vehicle.
Days later, he followed her in a car, beckoned her over and asked for her phone number.
The girl ran off and sought help from a woman passer-by outside the mosque on Newman Street, Bradford.
Weeks later, he pulled the six-year-old girl into a car, drove her around and molested her.
When Malik was 16, he dragged a 15-year-old girl into a snicket when she was on her paper round and indecently assaulted her.
In a second incident, he jumped on a girl walking to school in Manchester Road, knocked her down and sexually attacked her.
The third offence was on a woman over 16 who was grabbed from behind and groped The jury was told that Malik was warned by the police on August 3 this year that complaints had been made about him stopping his black Ford Focus next to young girls and telling them they were beautiful.

Man, 25, jailed for raping girls as a teenager
A rapist from Blackburn, whose victims included a girl aged as young as four, has been jailed for seven years.
Firdosh Umarji was frequently high on cannabis and alcohol when he carried out a string of sex attacks when he was aged 12 to 14, Preston Crown Court was told.
A judge told Umarji, now 25, he had caused ‘immeasureable harm’ to his victims as he was imprisoned and made the subject of a sexual offences prevention order.
Umarji, of July Street, Blackburn, had denied six offences of rape, three charges of indecency with a child and indecent assault.
A jury convicted him of all offences except one rape in 2001 and the indecent assault charge after a trial.
Passing sentence, Judge Christopher Cornwall said it appeared Umarji had frequently been using cannabis and alcohol when he carried out the rapes.
“The harm you did to these girls was immeasurable,” added Judge Cornwall.
Victim impact statements given to the court told how the rapes left the young victims feeling ‘dirty’ and had made at least one of them unable to form relationships with new partners.
Jurors were told that the rapes occurred between 1999 and 2003, when the defendant would have been aged between 12 and nearly 15. The victims were aged between four and nine years old.
Andrews Marrs, defending, said his client still maintained his innocence regarding the charges and would be supported by his immediate family upon his eventual release, in efforts to rebuild his life.
Umarji, a father-of-one, was also ordered to sign the sex offenders’ register for life. The sexual offences prevention order restricts his access to children, without the express permission of parents, who have full knowledge of his offending record.

Police launch sex abuse investigation into two East Lancashire children's homes
A POLICE probe has been launched into claims that gangs of men raped and abused vulnerable under-age girls in care.
Details of the alleged abuse have emerged after a mum in her 20s claimed she was a victim while living in two care homes in East Lancashire as a teenager.
She told police she was groomed and molested in return for alcohol, cigarettes and drugs while away from the homes.
The allegations refer to gangs of Asian men who it is claimed hung around the homes she lived in while under the care of Lancashire County Council.
The victim, who still lives in East Lancashire, also told officers she was abused while being looked after at a home in Merseyside.
She said care workers at that home failed to put a stop to the goings on, echoing the findings of a report into a sex ring in Rochdale, which highlighted ‘missed opportunities’ to halt abuse.
The victim, now a mother-of-four, spoke out to make others aware of the plight of children in the care system.
She is telling her harrowing story in small sections to specially trained officers from Lancashire police’s child exploitation team, Engage.
It comes as child sex abuse cases hit the headlines following hundreds of allegations that broadcaster Jimmy Saville has assaulted young girls.
Statistics show 645 child groomers were identified by Lancashire police between April 2011 and March 2012. Around 96 per cent of those groomers were male and three per cent were female.
In total 77 per cent of groomers were classed as white British, nine per cent were Asian Pakistani and three per cent were Asian Indian.
It is understood, that detectives are now looking into the possibility there may have been other victims.
At just 14-years-old the victim claims she was drugged and gang raped in a field while living at the care home in Merseyside.
She claims she was being denied medical help despite being taken to a police station naked and covered in blood and bruises.
DI Claire Holbrook, head of Lancashire Constabulary’s public protection unit, who is leading the investigation confirmed the allegations centred on East Lancashire.
She said: “Lancashire Constabulary has been made aware of a number of historic allegations and we are in the early stages of investigating those complaints.
“We would always encourage victims to feel confident enough to speak out about abuse they may have suffered and would like to reassure people that we take cases such as this very seriously and they will be investigated with the utmost sensitivity."
A Lancashire County Council spokesman said: “Police are investigating these allegations. We are unable to comment further.”
In May this year, members of a sex grooming gang in Rochdale were jailed to a total of 77 years.
They were jailed after being convicted of a racket where under-age victims were groomed for sex and trafficked from the Rochdale area to several address in East Lancashire and beyond.
Girls as young as 13 were first plied with fast food, drink and drugs before they were ‘handed around’ for sex by the men, eight of whom were from Pakistan and one from Afghanistan.

Illegal immigrant who sexually assaulted a sleeping teenager in Burnley is jailed
A 'DANGEROUS' illegal immigrant who sexually assaulted a sleeping
teenager in Burnley and then went on the run for more than two years has
been jailed.
Mohammed Shah Nawaz Cheema, 30, fled to Barcelona following the attack.
Police launched a major investigation and issued a national appeal on the BBC's Crimewatch programme.
The defendant, of no fixed address, was detained in Spain after detectives obtained a European arrest warrant and brought him back to Lancashire.
Cheema, of no fixed address, admitted sexual assault in November 2009.
He was jailed for two years and was ordered to sign the sex offenders' register for 10 years. The defendant, who is also known as Fakhar Zaman, faces being deported when he has served his sentence.
Burnley Crown Court heard how Cheema, who had been working in a restaurant in the town, had originally been accused of rape and denied the allegation.
Jane Dagnall, prosecuting, said the victim awoke in a house to find herself naked and Cheema committing sex acts on her.
She pushed him off, got dressed and left.
Police were contacted and the teenager was examined.
It is understood the defendant fled to Pakistan and then Spain.
Police tried to find him and the case was featured on Crimewatch in July last year.
Cheema contacted police to advise them of his whereabouts and he was arrested in Spain on May 31 this year.
When the defendant had been interviewed, he had denied rape. He claimed the victim consented to sexual activity.
Miss Dagnall said the victim couldn't sleep, she suffered anxiety attacks and said her career had been ruined.
In her impact statement, the victim said: 'I will worry if he gets released.'
Virginia Hayton, for Cheema, said there had been no violence and thankfully, the girl was not physically injured.
The defendant had been born and brought up in Lahore. He was witness to a police shooting, he and his family were threatened, he had to leave the country in May 2002 and had to do so illegally because the police had retained his passport.
The court heard he travelled on false documents with a man whom he owed a debt of about £9,500.
He then worked for the man for two years to try and pay off of the debts.
The defendant moved to Burnley in July/ August 2004, had later worked as an assistant sales manager for Sky TV and worked in a restaurant by the end of 2008.
Miss Hayton said Cheema had left England through Dover, in December 2009.
He later heard he was wanted in the UK, contacted Crimestoppers and was told to present himself at a police station. He was arrested and extradited.
The barrister said: "It's inevitable he will be deported if he receives a sentence of 12 months or more. I will submit he is highly unlikely to commit any further offences .He is motivated to address any issues."
Sentencing, Judge Edward Slinger said: "This young woman has had these matters hanging over her for almost three years. She has not been able to have any sense of closure."
DC Sarah Tucker, from Burnley CID, said: “Cheema is a dangerous man who committed a very serious offence."

Two “cold-blooded” sexual predators from Plaistow who took turns raping a
student after plying her with booze have each been jailed for 10 years.
Ebrima Dampha, 33, and Amadou Bah, 34, targeted the 22-year-old after spotting her drunkenly leaning against a shop front in Brick Lane, Shoreditch.
The pair, both of Barking Road, Plaistow, offered to accompany her in a taxi home but then stopped at an off-licence to buy more alcohol.
They persuaded her to allow them into her flat before encouraging her to continue drinking, then raped her while she was barely conscious, Snaresbrook Crown Court heard.
The duo then stole the woman’s iPhone and cash after the attack on January 6.
The woman had suffered significant trauma as a result of her ordeal, the court was told.
Both men insisted she invited them home with the promise of sex and denied rape.
But a jury convicted them of rape following a trial.
Sentencing, Judge John Lafferty told them: “This young woman unfortunately had far too much to drink than she was able to cope with.
“She was quite clearly, when you saw her leaning against a shop front, not capable of looking after herself.”
“You both formed a plan which you carried out to get this woman back to a place where you could have sex with her against her will.
“You encouraged and persuaded her to take more alcohol when you could see she was far from capable of looking after herself.”
“When she took so much alcohol she was semi-conscious or unconscious, you both took turns to rape her.”
“Upon leaving the flat, you stole her property.
“You acted together and took advantage of a young woman who by virtue of her intoxication was extremely vulnerable, when any decent man would seek to assist her.
“You put forward an entirely spurious account suggesting this perfectly respectable young woman wanted to have sex with both of you.
“At one point you said that was both at the same time, a thoroughly outrageous suggestion which the jury had no hesitation in rejecting.
“The young woman was vulnerable because of her extreme intoxication and you took shameless and coldblooded advantage of that.
“These sentences are the shortest that mark the gravity of the offence you committed, taking into account what little mitigation either of you have.”
Dampha, a ‘‘small scale’’ drug dealer, was also handed a further six months for possessing 11 bags of cannabis with intent to supply, breaching a community order.
Both will have to sign the sex offenders register for life on their release from prison.
Andrew Cohen, defending Dampha, said: “He was not the principal within this particular offence. It was not him that approached the complainant or engaged in conversation and got in the position of being invited back to her flat.
“He followed on and appeared to take advantage of a situation that came into existence.”
The court was told Bah suffers from a long-term drink problem.

Four to face trial over Burnley teenager rape claims
FOUR men have appeared in court charged with raping a girl in Burnley.
A 16-year-old girl was found by a man walking his dog
on the canal towpath close to Barden Lane in Burnley at 6am on
Saturday, September 29th.
It is alleged that the girl met the men in the Barden Lane area of Burnley before she was taken to a house where she was attacked.
Then she was allegedly left alongside the Leeds Liverpool canal the next morning.
Mohammed Qasim (25) of Berry Street, Brierfield, was charged with possession of a class B drug and rape.
Mohammed Rizwan Sikander (24) of Colne Road, Burnley, was charged with rape. Amad Khan (25) of Whalley Street, Burnley, was charged with possession of a class B drug and rape.
A 19-year-old man from Burnley, who cannot be named for legal reasons, has also been charged with rape.
All the defendants were rleased on bail to appear again at Burnley Crown Court on January 7th for a plea and case management hearing. A five day trial date has been set to begin on May 7th.

The name of another Western female journalist who's been sexually attacked in Cairo's historic Tahrir Square has just been added to the ever growing list of shame.
The litany of assaults range from being raped by dogs, to being publically stripped naked to the delight of the attackers, to being anally raped as well as being urinated and masturbated upon.
The Latest...
Though details are sparse, the French news agency France 24 is reporting that one of their journalists, Sonia Dridi was;
"sexually assaulted by a crowd of men while reporting on a demonstration at Cairo's Tahrir Square."
As the specifics slowly are given to the public, France 24 has released that Dridi had just completed;
"a live news report at around 10:30pm on Friday when a crowd of men teemed around her, shoving and grabbing at her body."
Earlier Last Year...
During January of last year, France 24 also reported that two other Western reporters covering the massive demonstrations at Tahrir Square were raped.
One by dogs, the other by men.
Egyptian-American freelance journalist Mona Eltahawy stated she was detained by Cairo police after being an active participant in one of the many Tahrir demonstrations.
Eltahawy stated;
"5 or 6 surrounded me, groped and prodded my breasts, grabbed my genital area and I lost count how many hands tried to get into my trousers."
But the worse was yet to come for the New York based reporter;
"Besides beating me, the dogs of (central security forces) subjected me to the worst sexual assault ever."
In the same article, it was reported that Frenchwoman Caroline Sinz of the public television channel France 3, stated that while covering the protests, she was;
"Violently beaten and sexually assaulted while covering the protests.
We were filming in Mohammed Mahmud street when we were mobbed by young people who were about 14 or 15."
Sinz also stated;
"'We were then assaulted by a crowd of men.
I was beaten by a group of youngsters and adults who tore my clothes' and then molested her in a way that 'would be considered rape.'"
British journalist Natasha Smith was also violently assaulted in June, 2012, while covering the Arab Spring uprisings.
As Smith posted on her public weblog;
"Men began to rip off my clothes.
I was stripped naked.
Their insatiable appetite to hurt me heightened.
These men, hundreds of them, had turned from humans to animals."
Smith went on to write:
"Hundreds of men pulled my limbs apart and threw me around.
They were scratching and clenching my breasts and forcing their fingers inside me in every possible way.
So many men.
All I could see was leering faces, more and more faces sneering and jeering as I was tossed around like fresh meat among starving lions."
Prior to being disguised in men's clothing and ultimately covered by a burqa, Smith tells of her own personal "Come to Jesus" moment:
"At this point, I said aloud to myself, calmly, over and over, 'please God.
Please make it stop.
Please God.
Please make it stop.'"
The episode most familiar to Americans was the attack on Lara Logan of CBS News.
In an academic paper for the University of California at Los Angeles, Dr. Dawn Perlmutter, Director of the Institute for the Research of Organized and Ritual Violence wrote of the attack last Spring on Logan;
"YouTube and some Arab websites reported that at least six men raped her vaginally, and a number of men raped her anally.
She was also masturbated and urinated on.

The name of another Western female journalist who's been sexually attacked in Cairo's historic Tahrir Square has just been added to the ever growing list of shame.
The litany of assaults range from being raped by dogs, to being publically stripped naked to the delight of the attackers, to being anally raped as well as being urinated and masturbated upon.

Though details are sparse, the French news agency France 24 is reporting that one of their journalists, Sonia Dridi was;
"sexually assaulted by a crowd of men while reporting on a demonstration at Cairo's Tahrir Square."
As the specifics slowly are given to the public, France 24 has released that Dridi had just completed;
"a live news report at around 10:30pm on Friday when a crowd of men teemed around her, shoving and grabbing at her body."

During January of last year, France 24 also reported that two other Western reporters covering the massive demonstrations at Tahrir Square were raped.
One by dogs, the other by men.
Egyptian-American freelance journalist Mona Eltahawy stated she was detained by Cairo police after being an active participant in one of the many Tahrir demonstrations.
Eltahawy stated;
"5 or 6 surrounded me, groped and prodded my breasts, grabbed my genital area and I lost count how many hands tried to get into my trousers."
But the worse was yet to come for the New York based reporter;
"Besides beating me, the dogs of (central security forces) subjected me to the worst sexual assault ever."
In the same article, it was reported that Frenchwoman Caroline Sinz of the public television channel France 3, stated that while covering the protests, she was;
"Violently beaten and sexually assaulted while covering the protests.
We were filming in Mohammed Mahmud street when we were mobbed by young people who were about 14 or 15."
Sinz also stated;
"'We were then assaulted by a crowd of men.
I was beaten by a group of youngsters and adults who tore my clothes' and then molested her in a way that 'would be considered rape.'"
British journalist Natasha Smith was also violently assaulted in June, 2012, while covering the Arab Spring uprisings.
As Smith posted on her public weblog;
"Men began to rip off my clothes.
I was stripped naked.
Their insatiable appetite to hurt me heightened.
These men, hundreds of them, had turned from humans to animals."
Smith went on to write:
"Hundreds of men pulled my limbs apart and threw me around.
They were scratching and clenching my breasts and forcing their fingers inside me in every possible way.
So many men.
All I could see was leering faces, more and more faces sneering and jeering as I was tossed around like fresh meat among starving lions."
Prior to being disguised in men's clothing and ultimately covered by a burqa, Smith tells of her own personal "Come to Jesus" moment:
"At this point, I said aloud to myself, calmly, over and over, 'please God.
Please make it stop.
Please God.
Please make it stop.'"
The episode most familiar to Americans was the attack on Lara Logan of CBS News.
In an academic paper for the University of California at Los Angeles, Dr. Dawn Perlmutter, Director of the Institute for the Research of Organized and Ritual Violence wrote of the attack last Spring on Logan;
"YouTube and some Arab websites reported that at least six men raped her vaginally, and a number of men raped her anally.
She was also masturbated and urinated on.

Child Sex Exploitation: Force Blames Lack Of Resources
South Yorkshire Police ordered to compile report on how it is dealing with child sex exploitation cases.A chief constable has said a lack of resources was one of the reasons why some child sex exploitation cases did not result in prosecutions.
South Yorkshire Police CC David Crompton (pictured) said the force did not have sufficient police resources available ten years ago with only three officers devoted to investigating cases - however there are now eight on the team.
Additionally there are around 50 officers who are involved in investigating child abuse issues.
He told the Home Affairs Select Committee difficulties in turning intelligence in such cases into evidence also resulted in fewer prosecutions in such cases.
He added the force would be able to carry out more in-depth investigations now they had more officers.
He said: “There has been a journey in terms of the learning in child sex exploitation. We have moved an awful long way in ten years.
“We are looking at what the process was. The situation the force is in now is very different to a few years ago.
“We have got more dedicated resources and a number of ongoing inquiries. The extra resources have given us an opportunity to go after the offenders to a greater degree than a few years ago and there have been one or two notable successes.”
He stressed to the committee the issue of intelligence and disclosure and the ability to turn it into evidence to form a prosecution in court can be very problematic.
The probe follows allegations of widespread grooming operations of girls by Asian men over the last ten years in Rotherham. It has been claimed the force were aware of the issue but that only eight people have been prosecuted as a result of it.
Det Ch Insp Philip Etheridge, the force’s lead on child sex exploitation said there have been successes for the prosecution of child sex exploitation cases in Rotherham.
In 2008, eight people were convicted in court.
He said: “The training of officers in child exploitation allows officers to protect the child and to look for evidence.”
Committee chair Keith Vaz said he wanted a report in a months’ time about what South Yorkshire Police are doing to tackle the issue.
He said: “I am disappointed because I don’t think South Yorkshire Police has a grip on this very difficult subject and I am disappointed no-one has been prosecuted this year.
“The committee and the public are very concerned and we are not satisfied.”

Hundreds of child abuse reports made to Derbyshire police
POLICE have dealt with hundreds of child abuse reports in Derbyshire so far this year.
The force's public protection unit has had 2,470 referrals of alleged sexual or physical abuse of children since January.
More than 50% of them were alleged to have happened in Derby.
Last year, the force dealt with 172 reports of child sexual exploitation.
Yesterday, the NSPCC reported how Derbyshire police had made 102 arrests last year involving indecent images of children.

Ipswich: Trio accused of raping girl, 13, to face trial
IPSWICH: Three men accused of raping a 13-year-old girl are due to go on trial in January.
The trio are said to be among four men who allegedly brought the teenager from Chingford in east London to Ipswich in a van on the night of July 6.
At a plea hearing at Ipswich Crown Court on Friday Abdul Hammed, 46, of Wellington Street, Ipswich and Surin Uddin, 28, of Bethnal Green, London, each denied two offences of raping a girl under the age of 16, conspiracy to traffic in the United Kingdom for sexual exploitation and conspiracy to cause a child to engage in sexual activity.
Hamza Ali, 38, of Chingford Road, London, pleaded not guilty to conspiracy to traffic in the United Kingdom for sexual exploitation, conspiracy to cause a child to engage in sexual activity, one offence of rape and one of sexual assault.
The alleged sex assaults are said to have occurred at a house in Chevallier Street, Ipswich.
A fourth man, Mohamed Sheikh, a 31-year-old of Seaton Point, London, did not enter any pleas yesterday and his case was adjourned until a later date.
The defendants are due to go on trial at Norwich Crown Court on January 14.

France: Muslim Tae-Kwon-Do Champions Forced Underage Girls into Prostitution
Three practitioners of tae-kwon-do, boarders at the National Institute of Sport, Expertise and Performance (Insep), are among seven people being questioned this week in relation to a vast affair involving the pimping of minors in the Rhône-Alpes region, according to the police.Source: Sudouest.fr
Those involved are Amine Manai, European under-21 champion in 2010 and French champion below 68 kg, who was jailed, his brother Adam Manai, 3rd in the European Junior Championship in 2009, and Moussa Cissé, vice-champion of Europe below 58 kg, it has been learned from a source close to the investigation.
The suspects are accused of having forced into work young girls, aged from 14 to 17, and placed them in a hostel in Saint-Egrève (Isère), near Grenoble.
The incidents took place mainly in Isère, Savoie and in Haute-Savoie.

was approached by two Asian men.
The men walked behind her into Milnshaw Park, at which point, she was viciously assaulted by them.
The victim was punched several times and received a small cut to her face, believed to have been caused by a small craft knife.
Detective Inspector Jill Johnston said it seemed to be a completely unprovoked attack.
She added: "We are very keen indeed to trace the people responsible and we would ask anyone with any information to come forward as soon as possible.
"Fortunately, the girl’s injuries were only minor but she was clearly left very shaken by what happened.
"In particular, we believe there was a man, thought to be in his 60s who was walking a ‘Westie type’ dog may have witnessed what happened but has not yet spoken to police. I would ask him, if he sees this appeal, to get in touch with us – he could have vital information."
The first of the two men has been described as being Asian, in his late teens to early 20s, about six feet tall and of slim build. He was wearing a black tracksuit.
The second man has been described as Asian and again, late teens to early 20s. He was around five feet six inches tall of stocky build with a distinctive tattoo on the right side of his neck. He was also wearing a black tracksuit.
The incident happened at around 9.05am on Friday, September 28.
Anyone with any information is asked to contact police by calling 101 and quoting reference number EL1204043. Alternatively, information can be passed to the Independent charity Crimestoppers by calling 0800 555 111.

Head of Rochdale Social Services resigns and avoids disciplinary action over child grooming gang scandal
The head of children's services at a
Greater Manchester council at the centre of a child abuse scandal has
resigned - one week after a damning review into the case.Steve Garner, director of Targeted Services at Rochdale Borough Council, has handed his notice in, the council announced.
In his resignation letter, Garner wrote of his 'many fond memories' of Rochdale.
Having left the council, it appears he will not face any disciplinary charges for any issues that happened under his watch.
Mr Garner, who has been in position for three years and worked as a manager in children's social care before his promotion to director, was in charge at the time of the scandal, which saw at least 47 children used by an Asian gang for sexual gratification.
Nine Asian men were jailed this year for between four and 19 years for grooming young white girls in and around the town - picking them up from the school gates and taking them to houses and flats to be plied with alcohol and drugs before being passed around for sex.
Forty-seven children were identified as victims of the exploitation that left many of their lives in tatters.
A report into the investigation found that the local council and police force received 127 warnings from NHS staff in the years up to and including 2010, about children as young as 10 at risk of abuse.
Rochdale social services, police and the Crown Prosecution Service failed to shut down the sex ring - turning a blind eye and dismissing victims as prostitutes, the damning report into the scandal found last week.
But the council said Garner had not stepped down as a result of last week's report but that he felt the time was right for a 'new challenge' - and talked of his 'fond memories' of the job.

The 29-page report into child sexual exploitation (CSE) also said social workers, police and prosecutors 'missed opportunities' to stop the child exploitation ring abusing young girls.
The review came four months after nine Asian men were convicted of the systematic grooming and sexual abuse of white girls in Heywood and Rochdale.
Jim Taylor, chief executive at the council, said: 'The council is undertaking a review of senior management and the service director of Targeted Services has decided that the time is now right for him to move on to a new challenge.
'The last few years have been challenging and demanding for Children's Social Care Services.
'The service director has been considering his options for some time, and following the safeguarding board's thematic review of multi-agency responses to sexual exploitation of children, he believes the time is right to allow someone else to continue to take forward the recommendations.'
Girls were given alcohol, food and money in return for sex but there were times when violence was used.
Police said the victims were from 'chaotic', 'council estate' backgrounds and as many as 50 girls could have been victims of the gang.
Labour MP for Rochdale Simon Danczuk said the council should not be allowing senior managers to 'sneak off without being held to account for their failings'.
He said: 'Steve Garner has worked for 11 years with Rochdale Children's Social Care Services with the last three as service director.#
'Obviously, questions hang over his role in the culture of neglect within social services, which let down so many young girls.
'The council has to explain his part in this and I will also be calling for him to be brought before the Commons Home Affairs Select Committee for questioning.
'While he talks of pursuing new opportunities and going with fond memories of Rochdale the reality is he leaves behind young girls who are still coming to terms with the terrible abuse that his department deliberately turned a blind eye to.'

Police are hunting a sex fiend
who raped a woman after she got into what she thought was a private
hire cab following a night out in Leeds city centre.
The 20-year-old victim got into the dark-coloured
saloon, which police say had the appearance of being a genuine private
hire vehicle, on Duncan Street, Leeds, in the early hours of Sunday.

She asked the driver to take her to her Baildon home and fell asleep during the journey.
But when the woman awoke she found the driver had parked up in a remote lane on a dirt track, thought to be within about five miles of Menston, where he subjected her to a horrific ordeal in the back of the car.
After the attack, he dropped the woman off near her home.
Detective Chief Inspector Scott Wood, of the Homicide and Major Enquiry Team, said: “This was an attack on a young lady who believed she was being transported safely home after a night out.”
Police have released an e-fit image of a man they want to trace in connection with the attack.
DCI Wood appealed to anyone who recognises the man to contact police immediately.
He said: “This may have been a genuine private hire vehicle that had been loaned out unofficially or it could have been a genuine cab driver. The car had the appearance of being a genuine private hire vehicle. It could be a genuine driver but not necessarily. The car could have been lent to a third party or be an ex-private hire vehicle.
“I would appeal to private hire vehicle drivers to look at the e-fit and ask if it resembles anyone you have lent your car to or someone you know. We will be able to forensically eliminate anyone who is put forward as a suspect.”
The driver was described as black, aged in his late twenties and slim, but with chubby cheeks. He spoke little English and was wearing a black shirt. Anyone with any information is asked to contact detectives by calling 101.

Rapist branded 'a dangerous predator' by judge has prison sentence cut
Ekene Anoliefo, who was branded “a dangerous predator” by a judge, succeeded in having his prison term cut at the Court of Criminal Appeal in Edinburgh on Wednesday.
The 38-year-old rapist was jailed in May 2009 for the brutal rape of a 19-year-old woman in July 2008.
He was also convicted of six breach of the peace charges and an assault charge - however, these charges were later quashed by the Appeal Court in August 2012.
During his 2009 trial, the High Court in Aberdeen heard how Anoliefo stopped his car, pretending to help the teenager who had spent the night drinking with pals in a nightclub.
Once she was inside the vehicle, he refused to let her leave and drove her to his flat in city's Powis Place.
He then forced the terrified teen to watch pornography which he had downloaded on his computer before he forced her onto a bed, pinned her down, ripped off her clothes and raped her.
The court heard that his victim had suffered lasting psychological damage as a result.
Anoliefo, whose father is a politician in a regional Nigerian parliament, came to Scotland to study software engineering at Aberdeen University, was hoping to start a career in the Nigerian oil industry.
Passing sentence, judge Lord Pentland told Anoliefo: "You are, in my view, a dangerous predator who has not the slightest respect for women."
On Wednesday, Anoliefo's legal team succeeded in having his term for the rape charge cut by three years. Defence solicitor advocate Simon Collins told appeal court judges Lord Carloway, Lady Smith and Lord MacKay that the 12-year sentence was imposed because his client had been convicted of rape, assault and breach of the peace.
Mr Collins told the court that because the assault and breach of the peace convictions had been quashed, the 12 year term was "excessive".
Mr Collins also said that Anoliefo was a first offender and that a more lenient sentence should be imposed.
The Appeal Court judges agreed with Mr Collins and substituted the old term with the new one.
Anoliefo was told that he would be deported back to Nigeria upon his release from prison.
Lord Carloway said: "Your actions were entirely predatory. However, we agree with the essence of the appellant's submission.
"We have decided to substitute the 12 year term for nine years."

THREE men have appeared in court charged with raping a teenage girl at the weekend.
A 16-year-old girl was found by a man walking his dog on the canal towpath close to Barden Lane in Burnley at 6am on Saturday.
Police said she was in a ‘distressed state’ and was taken to hospital by officers.
It is alleged that the girl met the men in the Barden Lane area of Burnley before she was taken to a house where she was attacked. Then she was allegedly left alongside the Leeds Liverpool canal the next morning.
The men appeared before Burnley Magistrates Court yesterday after being charged.
Mohammed Qasim, 25 of Berry Street, Brierfield, was charged with possession of a class B drug and rape.
Mohammed Rizwan Sikander, 24, of Colne Road, Burnley, was charged with rape Amad Khan, 25, of Whalley street, Burnley, was charged with possession of a class B drug and rape.
All three have been remanded in police custody and are due to appear before Burnley Crown Court on October 22.
Police said that the investigation is continuing.

Detectives had arrested Islam in March this year, in the weeks after several women were attacked and indecently assaulted as they walked in Southampton, and questioned him about the allegations.
However, despite being on bail and asked to return to a police station to discover his fate in May this year, Islam has disappeared.
He has not been seen at his home above an Indian restaurant where he worked in Milford on Sea for five months and police fear he may well have gone to London.
Islam came to the UK after being granted a student visa allowing him to study at Opal College in the capital yet he has never attended.
Instead he is known to have worked in a number of Indian restaurants both in Southampton and the New Forest and there is now a strong possibility he is doing the same outside the county.
The Daily Echo reported in March this year how a sex fiend was being hunted by police following three attacks on women in just nine hours.
Patrols were stepped up and women warned to take extra security measures as officers investigated whether they were definitely linked.

There were further attacks in the city and Portswood areas which involved women aged in their 20s.

“It is extremely important that we find him and think there is a possibility he may have gone to London, however I would appeal to anyone who has information that might help us to come forward.”

Islam speaks English with a Bangladeshi accent and has always been seen, both in person and on CCTV footage, carrying a satchel over his shoulder.

No charges over mosque assault claim, say police
POLICE investigating an allegation of assault at a mosque have not charged anyone with an offence.
A woman claimed she had been assaulted in the
female-only area of the Anjuman E Zinatul Islam madressah on Taylor
Street, Batley, on August 27.
A police spokeswoman said: “We interviewed two men who attended the police station voluntarily and no charges have been brought against them.”
A statement from the mosque’s committee said: “We would like to thank the police for their support in assisting us in clearing this matter up. They have been very helpful.
“Our main concern is the safety of our children, staff and volunteers.
“The community’s aim is to take the madressah forward for its betterment. Islamic education is paramount to the community’s objective.
“This matter, as far as we are concerned, is in the past. If any parents, the community or the wider public have any concerns they can contact the madressah.”
