Boston mum has no regrets over speaking out about immigration on BBC1's Question Time

A despairing mum who some have labelled a spokesman for Britain's "ordinary people" says she is glad to have spoken out about immigration live on prime time TV.

Rachel Bull's spontaneous outburst on BBC1's Question Time sparked rapturous applause from the show's audience at Lincoln's Drill Hall.

"You go down to Boston High Street and it's just like you're in a foreign country. It's got to stop. The services are at breaking point."

When she finally finished speaking, there was a moment's silence and then applause.

After the show had finished, some audience members were still praising Mrs Bull.

Boston immigration levels to be discussed in Parliament

Paul Kenny, a councillor in Boston, Lincolnshire, will present a report to MPs on how the large influx of migrant workers has changed the area.

Last year residents held a "peaceful protest" to highlight the pressures on services after 9,000 foreign workers settled in Boston in recent years.

Igor Kartel, a representative for the Polish community, blamed the recession.

Recently in the middle of October 20 police vehicles had to be deployed to stop a mass battle between 50 of the inhabitatns. According to the police, it was mainly Serbs and Arabs who were fighting with knives, sticks and tear gas.

Inhabitant Ramona Nomigkeit doesn't dare to leave her child (8) alone in front of the door any more: "The gangs of criminals spit on us, insult us and steal from us." Her neighbour Irene Boschen is afraid too: "They shout "Shit Germans" at us, and also hung up a sign between their apartment blocks that said "No way through for Germans".

Police want to track down Angolan national in connection with Holloway rape allegation

Detectives want to get in contact with Roberto Gouveia about two assaults that occurred in Holloway near to Camden Road and Brecknock Road on September 11, 2011.

Anyone who can help officers track him down is asked to contact the Sapphire Unit at Islington Police on 020 7421 0282 or Crimestoppers anonymously on 0800 555 111.

Mr Gouveia is a 33-years-old Angolan national, 5ft 8in tall and of stocky build. He occasionally wears glasses and was last known to be based in the Hornsey area. He has links to Scotland.

Pot peddlers 'forced teens to become Muslim'

Police have arrested members of a gang of Eastern European immigrants who used violence, intimidation and the promotion of Islam to control marijuana trafficking operations in the Neuchâtel mountains, cantonal justice authorities said on Thursday. 

  Three members were detained for questioning following the arrest of another ringleader in March, who remains in jail, the public prosecutor’s office said, while issuing an appeal to the public for more information to help permanently disband the group.

The gang, which calls itself the Jamahat, forced other young people to become Muslims as part of its operations, said officials.

The group peddled pot to adolescents from disadvantaged families in the cities of Le Locle and La Chaux-de-Fonds, traditional watch-making centres,the prosecutor’s office said in a statement.

The group is made up of young Muslim men originally from such places as Chechnya, Afghanistan and Yugoslavia who recently stepped up their criminal activities, authorities said.

The group “is attempting to radicalize its activities by seeking to impose — by physical and psychological violence — a monopoly on the sale of marijuana in our region.”

Using menacing threats, the group’s members forced other young people to sign up for cell phone contracts and then seizing smart phones and other electronic gadgets obtained in the process.

These devices were then sold on the black market, largely in La Chaux-de-Fonds, authorities said.

Meanwhile, a large number of young people have run up large debts from phone bills running into the thousands of francs, according to the government information.

Some kids were forced to sign up for as many as seven different telecom contracts.

On top of this, victims were made to convert to Islam, often without knowing anything about the religion and in “blind submission” to the wishes of the Jamahat group, authorities said.

As part of the ongoing investigation, cantonal police are now seeking help from the public about the whereabouts of an underground parking lot, probably in La Chaux-de-Fonds, or the nearby region.

The facility is served by an elevator providing access to a basement with heating and different rooms with easy access for vehicles.

Anyone with information about such a structure is asked to call Neuchâtel police at 032  889 9000.

Protestors plan Spalding march

Protesters who gathered in Boston to highlight problems with immigration have vowed the next stop will be Spalding.

More than 300 people attended the protest last Saturday, some holding banners such as ‘Free Us From The Shackles of Europe’ and ‘Get Back Our Country’.

Now the Boston Protest Group have bowed to pressure from residents in Spalding to hold an event in the town next year.

Organiser Dean Everitt said: “We are in the very early stages of arranging things but are looking at March. There have been several requests for us to do it and it’s time to come to Spalding now.

“Then if the Government and councils still won’t listen to us, we’ll take it to Westminster.”

Mr Everitt said he was delighted with the turnout in Boston, which was a static protest. He said: “It was a peaceful protest. There was no trouble at all.

“We even had a migrant worker in the crowd talking to protestors – it was a really good atmosphere.”

The protest was planned for last year but was cancelled after the borough council agreed to set up a task force.

A report on population change was published as a result, but campaigners said it had “not gone far enough” and the Government still needed to listen.

Protestors are planning a march in Spalding and Mr Everitt believes it can’t come soon enough.

Mr Everitt, said: “I am a landworker and it’s almost impossible for an English man to get work now.

“Migrant workers can afford 16-hour contacts on minimum wage and then be laid off for a day because several of them live in a house together.

“When they are out of work they gather in town centres drinking on the streets which upsets many people.

“The days of time and a half for overtime have gone – companies are making big bucks out of it.

“In 10 years time when our kids are looking for jobs there will be none.

“We need full-time jobs and until this is addressed we will keep raising awareness about it.

”Councils and the Government must pull together to look after our towns.”

Nick Worth, deputy leader of South Holland District Council, attended one of many scrutiny committee meetings in Boston to give input on the situation in Spalding.

He said: “I don’t think migrants cause that much of a problem in the Spalding area, but this is a democracy and so if campaigners want to come here and have a peaceful protest that’s fine.

“However, we would hope they speak to us and the police first so arrangements can be made for it to go off safely.”

The crackdown is being seen as a huge turnaround for the country that is home to many EU institutions and was previously seen as one of the most welcoming nations in Europe for migrants.

Euro MP Derek Clark, the Ukip employment spokesman, said: “Amazingly the Belgians seem to have a better idea as to their own interests than we do. If they can do it to protect their taxpayers and welfare system, then why on earth can’t we?” 

Many of the migrants being turfed out of Belgium are thought to have moved there from Spain in response to the worsening Spanish recession. Some are understood to have originally migrated to Spain from Latin America.

UK Border Agency's '100,000 Unopened Letters'

UK Border Agency (UKBA) staff dealt with a backlog of immigration cases so inefficiently that at one point 100,000 items of post were unopened

Applications were placed into an archive of unresolved cases after "very minimal work", despite the agency assuring MPs that "exhaustive" checks had been carried out

In March 2011, there were 147,000 unfinished cases that were passed to an audit unit

 In a sample of 135 files examined as part of the inspection, each case had lain dormant for an average of 87 months - more than seven years - before they were reopened in 2010 for consideration.

The shortest period of inactivity was six months - the longest was an astonishing 17 years and nine months.

A 14-year-old girl has been arrested for allegedly making racist remarks at a school in Greater Manchester.Codie Stott said she asked to be moved from a science group where she was with five Asian pupils – only one of whom spoke English.

The 14-year-old was questioned in a juvenile unit before being released without charge.
Harrop Fold High School, in Worsley, is investigating before deciding on what action to take.
Racism complaint

Codie said: “I asked the teacher could I change groups because I didn’t understand them and she said I was being racist and started shouting at me.”

A complaint was made and she was taken to a police station.

Her mother said her Codie’s jewellery and shoelaces were removed, her fingerprints and DNA samples were taken and she was put in a cell.

The school said it wanted to ensure it had a caring and tolerant attitude to pupils of all ethnic backgrounds and it did not stand for racism in any form.

Greater Manchester Police said it took hate crime reports very seriously and its treatment of the teenager was in line with normal procedure.

CHAOS AS MIGRANT HORDES PLEAD FOR JOBS AND BENEFITS

POLICE had to be drafted in yesterday after a job training centre was swamped by unemployed migrants seeking work.

Officers arrived to keep order as hundreds of EU nationals descended on the Jobs Education & Training offices in Normanton, Derby.

Staff at the centre are struggling to cope with a rising tide of eastern Europeans looking for jobs or help with
benefits claims.

Manager Mohammed Sharief said his volunteer staff were at “breaking point” as they toiled to cope with the chaos caused by the deluge of foreign job seekers.

The reception area was packed with migrants waiting for their turn in front of a terminal. Many more hung around outside in the street.

Mr Sharief explained: “Hardly any of them speak English and it’s difficult to keep people in line.”

Their attendance came on the same day that new figures revealed that unemployment for the 17 countries that use the euro has risen to a record high of 11.6 per cent.

Mr Sharief explained: “There has been a surge of people from Slovakia and Latvia in recent months. We have had to bring in interpreters especially for them.

“We are the only place in the area where they can sit in front of a computer with someone who can speak their own language.”

But it is not just help in finding work that migrants want from the centre.

“We are a sort of one-stop shop for them. As well as helping them with CVs and job searching some also want us to fill in their application forms for child benefit, welfare and housing,” explained Mr Sharief.

 None of the migrants at the centre approached by the Daily Express yesterday could speak English.

One who was willing to talk, through an interpreter, was Maria Horvatova, 50, from Presov, Slovakia.

Ms Horvatova said she had been living on and off in the UK for seven years and during that time had been employed just once at a chicken factory in Derby for a few months.

She was at the centre to apply for a cleaning job paying £6.19 an hour.

Ms Horvatova said: “The reason I am here is that in Slovakia there is no work and life is very hard. In Slovakia you
have to survive on benefits of 200 euros (£160) a month – too small to live on.”

A spokesman for campaign group MigrationWatch said: “For a variety of reasons, including our benefi ts system,

Britain is a very attractive place. Even Labour now accepts that migration has had an impact on low-skilled jobs.”

A decision on its future is expected to be made within the next ten days.

If closed, around 500 jobs will be lost and 750 prisoners sent to various sites outside of the county – such as Hull, Nottingham and Peterborough.

Lincolnshire County Council leader Martin Hill is writing a letter to minister Chris Grayling opposing the change.

He says he is willing to fight hard in a bid to prevent any possible closure.
"This is a very big issue," said Mr Hill.

"It is a massive issue for the whole criminal justice system as well as the prison service.
"My biggest concern is the effect it will have on the rehabilitation of our prisoners and their families.
"These people will be stuck in a cell, sometimes for a long time.

"If a prisoner has been transported a long distance from their family they will miss them more because they will see them less.

"Holding prisoners locally helps them maintain their links to the community – this is essential for reducing reoffending rates.

"Lincoln is a very important centre and there is a real need for a prison in the city.

"It would be a huge loss if the prison was to go.

"The effect on the prisoners' family members would be massive because of the added transport costs.
"I understand criminals are in prison for a reason and should be punished.

"But the families have not committed a crime and yet they are being greatly penalised."

Referring to the proposed new immigration centre, Mr Hill said: "There is absolutely no need for a second immigration centre in the county.

"Lincolnshire's immigrant population is small.

"This means people would be brought in from other parts of the country – most probably followed by their families.

"These families are likely to need a lot of support, putting further pressure on local services.
"So while the change might represent a saving to the prison service it will certainly mean additional costs for everybody else."

Lincoln Prison opened in 1872 after the jail was moved from Lincoln Castle – now home to the city's crown court.

But Mr Hill predicts the prison closing will lead to the same happening at the crown court.

"It certainly will not help," he continued.

"Obviously, the economic argument comes into play that with no remand prison, there is far less importance on Lincoln having a crown court.

"Lincolnshire County Council does not want to jeopardise the location of Lincoln Crown Court. Lincolnshire is an important, growing and historic county that should certainly have its own crown court."

Justice Secretary Mr Grayling could decide to downgrade the site from a category B to a category C prison, without a remand facility. This would see around 250 jobs lost.

Category B prisoners are those who don't require maximum security, but for whom escape needs to be made very difficult.

Category C prisoners are those who cannot be trusted in open conditions but who are unlikely to try to escape.

Mr Hill added: "As far as I can see, there is just no argument for the closure or downgrading of Lincoln Prison.
 
"It just doesn't stack up whatsoever.

"We are the county council and if there are tough decisions to be made then we will make them as we have done in the past but this doesn't make sense.

"It would be very regrettable if were to lose the prison and there would be great difficulty if were to have to have this immigration centre."

For the county council, today's news is clearly cause for concern.

But for other major organisations, it is not only worrying – it is also a total shock.

The City of Lincoln Council had no idea a possible change was on the horizon.

Chief executive Andrew Taylor said: "The City Council is both extremely concerned and disappointed that there has been no wider, direct public consultation on this matter. We have only heard today (Thursday, November 1) second-hand, about the proposals and are now awaiting further details.

"We will do all we can to ensure that the direct and indirect social and economic consequences of this decision are fully taken into account."

When approached by the Echo, Lincoln Prison's newly-appointed governor Peter Wright referred questions to the Ministry of Justice.

A prison service spokesperson at the Ministry of Justice told the Echo no final decision had been made,
"We are considering changes to the future role of HMP Lincoln. No decisions have been made and there are currently no plans to close the prison.

"We are committed to ensuring our estate meets the needs of the prison population and best suits the current capacity," he said.

"Any changes to the role of HMP Lincoln would also need to incorporate the ongoing requirement to deliver prisoners to and from the area's courts."

One in four British babies are now children of immigrants

Almost a quarter of babies born in the UK are children of immigrants, data shows.

There were 808,000 births in the UK last year, of which 196,000 were children born to non-UK born women - or 24 per cent.

Data from the Office for National Statistics (ONS) shows there has been a steady increase in the number of children born to mothers who were born abroad since 2001, when the figure stood at 15.3 per cent
.

Polish women who live in the UK gave birth to around 23,000 children last year.

Women from Pakistan had 19,200 babies in the same period and Indian women gave birth to 15,500 children.

Four in 10 children born to immigrant mothers were born in London. Half were born in other parts of England, and one in 10 were born in Wales, Scotland and Northern Ireland combined.

The ONS said fertility rates for non-UK born women are higher than those born in the UK. The total fertility rate for women born in the UK is 1.89 children each, while for those born outside the UK the figure is 2.28.
The figures show that in 2007, 14 per cent of women living in the UK aged 15 to 44 had been born outside the UK. This rose to 18 per cent last year.

Recent analysis suggested hundreds of thousands more female immigrants arrived in Britain over the previous decade than has previously been thought and are thought to be behind a mini baby boom.
It showed that a previous attempt to forecast immigration figures underestimated the number of females coming to live in the country by 361,000 and overestimated the number of males by 94,000, when compared with census data.

Female migration has been concentrated in the 20 to 44-year-old age bracket, the prime years for child bearing, and may have contributed to a mini baby boom, according the analysis by the Financial Times.
The official data from 2001-2010, released in July, showed net migration to England and Wales increased the population by more than 2.1 million.

Figures also show that more than a quarter of all births are to non-UK born women, boosting the number of children aged 0-8 years by nearly 300,000 since the last census in 2001.

Pakistani women have been overtaken by those from Poland as the single largest group of foreign-born mothers in 2010 and 2011, making up more than one in 10 births within this group.

The analysis comes with immigration continuing to be a part of the political agenda, after David Cameron announced a review into the freedom of EU citizens to live and work in the UK - despite any limitation on this being barred under EU agreements - amid job fears for young Britons.

Economists and population analysts point out the positive impact, because UK fertility rates are too low to maintain the population at the same level, which is likely to see the burden of paying for the nation's elderly falling on fewer shoulders.

Data released by the ONS in August showed women born in the UK were having an average of 1.9 children each, below the rate of 2.1 that is thought necessary to keep a population level. But when non-UK born women are included, the rate goes up to around 2.0.

Gordon Sharp, head of the Continuous Mortality Investigations unit, an actuarial body, said it meant that the cost of supporting the nation's elderly in 30 years would be spread among more workers.

He said: "It means the dependency ratio is not as severe as it might otherwise be."
But he noted that the rise in births would result in some higher costs in the short term including healthcare and education.

Campaigner Dean Everitt scrapped the march after the Home Office agreed to visit Boston, which has one of the country's fastest-growing immigrant populations. The local council are also so worried about a population boom they've drawn up a plan on how they''ll cope with the changes.

12-year-old girl robbed and assaulted in Stockton

Police are looking for a man after a 12-year-old girl was robbed and sexually assaulted on her walk home from school.

The incident happened on Common Land near to Chadwick Walk in Stockton this afternoon.

The schoolgirl was approached by the man, who then went through her bag and then sexually assaulted her.

He is described as:

With a scar above one eye
Wearing a large earring in one ear
And with dark skin

France’s Interior Minister Manuel Valls (photo) announced on Thursday that the government will make it easier for foreigners to become French citizens. Valls argued, “French nationality should not be sold-off or reserved for the elite.”

France is to take steps to make it easier for foreign citizens living in the country to gain French nationality, Interior Minister Manuel Valls announced on Thursday.

As one of a number of measures aimed at increasing the number of naturalised French citizens, the Socialist government is to scrap plans to make would-be citizens pass a multiple-choice history and culture test.

“You don’t become French by answering multiple choice questions,” said Valls, who is a naturalised French citizen of Spanish origin.

The controversial multiple-choice test was the brainchild of the previous right-wing government and was designed to help tackle the problem of some immigrants failing to adapt to French life. The exam would have been introduced in July this year if former president Nicolas Sarkozy had been re-elected.

But the interior minister’s decision on Thursday means it will never see the light of day.

South Yorkshire immigrants’ sham marriages smashed

A SHAM marriage gang staged fake weddings with Eastern European brides so Pakistani men could enter the UK illegally, a court heard.

Czech and Slovak women living in the UK were paid by Asian organisers to fly to Pakistan where ‘marriages’ were arranged with Pakistani men.

Supported by false documents, applications for visas were submitted to the British High Commission in Islamabad by Pakistanis seeking to join their ‘wives’ in the UK.

But suspicions over the growing number of applications led to the Rotherham-based ring being smashed – and none of the 62 applications was granted.

Prosecutor Sarah Wright told Sheffield Crown Court: “It was a well-run, professional and commercial operation over a considerable time.”

The weddings included brides posing for photos with their ‘grooms’ pretending they were getting married.
One 25-year-old Czech woman claimed to have been ‘married’ three times in four months and another was found with £1,000 in her bag when she returned to the UK.

Eighteen defendants are now facing jail when they are sentenced at a later date.

In a series of three trials – which can only now be reported after restrictions were lifted – seven defendants were found guilty of conspiracy to assist unlawful immigration from 2009 to 2011. Another 11 pleaded guilty – but two main organisers are on the run.

Ms Wright told the court: “The aim was to try to enable the applicants to enter the UK unlawfully. Although some took part in what appear to be wedding ceremonies with the applicants in Pakistan, the women clearly had no intention of living with them in settled and genuine relationships.”

A total of 62 fraudulent visa applications were linked to 32 addresses in the UK, and false documents were traced to an address in Broom Grove, near Rotherham town centre.

It was the semi-detached home of the alleged organisers – brothers Talib Hussain, 41, and Tariq Mehmood, 27 – plus Rahina Zaman, 32, and Veronika Horvathova, 21.

Forged documents were also found in a bag in the attic at the home on the same street of Mohammed Ramzan, 59, and his wife Musserat Bi, 31. Bi was cleared of conspiracy.

Mehmood, of Allan Street, Clifton, and Veronika Horvothova, of Lindley Street, St Ann’s, are on the run.

Muslim Population in Sweden and Denmark Doubled in 14 Years

Despite the fact that Muslims tend to exhibit behavior that clearly distinguishes them from both the European host populations and other immigrant groups, there are no official figures to indicate how many Muslims live in Sweden and Denmark. Danes and Swedes have had to rely on wildly diverging estimates because the authorities refuse to publish statistics on religion or culture.

In Denmark estimates ranging from 200,000 to 700,000 have been circulated.
Dispatch is now able to reveal the true figures based on our own research: 574,000 Muslims in Sweden and 256,000 in Denmark. The statistical uncertainty is roughly +/- 20,000 in Sweden and +/- 10,000 in Denmark.

This means that Muslims make up 6.05% of Sweden’s population and 4.59% of Denmark’s.
In 1998 there were 284,000 Muslims in Sweden and they made up 3.21% of the total population. In other words, the number of Muslims has roughly doubled over the period 1998-2011.
During the same period, Muslim immigration and natural increase among Swedish Muslims have accounted for slightly over 41% of Sweden’s total population growth.
The Muslim share of Denmark’s total population growth 1998-2012 is markedly lower and accounts for a bit over 33%

In 1998 Denmark’s Muslim population was 153,000 and made up 2.88% of the total population.
As mentioned, neither Statistics Denmark nor its Swedish equivalent, Statistiska Centralbyrån, keep records of how many Muslims live in the two countries. They do, however, register how many people bear particular first names.

By January 1, 2012, e.g., 50,697 Danish men and boys were named Jens and 43,258 were called Henrik. Ali was a name shared by 3,776 and Mohammad by 3,717. It should be kept in mind that the bearers of variations on the Mohammad name – such as Muhamad, Ahmed and Mahmoud – are registered separately.
Sweden’s name statistic follows roughly the same principle when it comes to name registration as Statistics Danmark. There is, however, a difference in that Sweden does not register names of persons that intend to stay less than 12 months in the country nor the names of asylum seekers while their application is being processed. For this reason the number of Muslims in Sweden is undoubtedly higher than indicated by Dispatch International’s count.

The two most popular Swedish names registered by December 31, 2011 were Lars (98,435 persons) and Anders (81,562). The most common Muslim names were Ali (9,062) and Mohamed (5,056).
As practically all Muslims have Muslim first names, it is a simple albeit lengthy operation to count the number of Muslim males and, with the assumption that there is an equal number of Muslim females, one may calculate the total Muslim population.

This is the method by which Dispatch has reached its figures.

When there has been doubt whether a name is Muslim, we have not taken it into account. In addition, a number of Swedes and Danes have converted to Islam. In many cases converts have exchanged their Nordic names for Muslim ones, but not always.

These factors explain why Dispatch operates with a statistical uncertainty. As a result we may have underestimated the number of Muslims  that can be identified through a name count, but probably not by more than 20,000 in Sweden and 10,000 in Denmark.

It goes without saying that Dispatch’s survey does not include people that are here illegally.
In the case of Sweden, we have only done name counts for 1998 and 2011. For Denmark, Lars Hedegaard has calculated the figures relating to 1998, 2004, 2008 and 2012. The Danish figures are as of January 1 whereas the Swedish ones relate to December 31, 1998 and 2011.

Our calculations reveal an interesting development. Between 1998 and 2004, Denmark’s Muslim population grew by an average of 4.26% a year. During the period 2004-2008, the average yearly growth decreased slightly to 3.52%.

After 2008 this trend has been reversed and the yearly growth is now higher than at any time since 1998, namely 4.29%

This reversal has taken place while Denmark’s former center-right government was in power with the parliamentary support of the immigration-critical Danish People’s Party. This government was heavily criticized for being ”xenophobic” and ”Islamophobic” due to its supposedly restrictive immigration policies. But the actual figures show that the center-right governments that were in power from 2001 till 2011 hardly made a dent in the Muslim growth rate.

Over the entire period 1998-2012, the average yearly increase in Denmark’s Muslim population was 4.27% whereas Sweden, with its much more welcoming immigration policy, experienced an average growth rate of 7.85%

There are several indications that the Muslim growth rate is set to rise in both Denmark and Sweden. As one of its first actions the Social Democratic-led government that came to power in 2011 reversed some of the restrictions on immigration imposed by the former cabinet.
 
As for Sweden, the immigration authorities (Migrationsverket) estimate an influx of 174,500 new immigrants over the coming two years.

Most of these arrivals will probably be Muslims, as the largest groups of immigrants are likely to come from Somalia and Afghanistan.

The 200 foreign suspects arrested each day by Met: But as figures soar, number of deportations falls

Almost 200 foreign criminal suspects were arrested every day by the country’s largest police force last year.

Just over 72,500 – a third of the total arrested – were held by the Metropolitan Police and questioned about crimes including murder, rape, robbery and fraud.

The figure is up almost a quarter on two years ago when 58,870 non-British suspects were arrested in London.

The rise emerged as Scotland Yard revealed it has drafted in immigration officials to all its 72 custody suites in a drive to target foreigner suspects.

Senior officers are determined to deal more effectively with the huge numbers of foreign nationals clogging up the criminal justice system.

They want UK Border Agency staff to help send home those wanted abroad or who fail to comply with the ‘good behaviour’ conditions of their residence.

But some fear that EU nationals caught and convicted in Britain can simply return to this country after serving their sentences abroad.

The latest figures were revealed in a Freedom of Information request which showed 72,505 foreign suspects were arrested last year in the capital.

This included 79 on suspicion of murder, 708 for rape, 1,863 for robbery, 2,801 for fraud and 2,489 for burglary.

Another 2,742 were arrested because they were wanted by police, 7,524 for shoplifting and 2,516 for drink-driving after crashing their vehicle.

The rising trend is mirrored elsewhere, with the country’s second largest force, West Midlands Police, arresting 11,801 between April 2011 and March this year.

That is an increase of more than half on the previous 12 months when 7,716 foreign suspects were held.

Meanwhile, the number of foreign criminals who were convicted and deported countrywide fell from 5,342 in 2010 to 4,649 in 2011.

Senior police in London believe that at least one of five of the ‘highest harm’ offenders in the capital are non-European nationals who could be deported.

They include violent gangsters, organised criminals involved in fraud and racketeering, and predatory sex offenders.

In some cases, deported criminals have been barred from returning to Britain for up to a decade but there are fears they are able to evade border controls.

Earlier this year, a report warned that dangerous foreign criminals may be slipping through the net even when arrested as police do not carry out basic checks.

The study said officers were failing to ask about previous convictions and demanded a review of checks to ensure the public is not put at risk.

In January, a judge demanded to know why child-rapist Victor Akulic was let into Britain from Lithuania.

After arriving here, he beat and raped a woman.

He had served nine years in his home country for raping a seven-year-old he lured into his house with lemonade.

Labour immigration spokesman Chris Bryant attacked the Government’s record.

He said: ‘It’s successful prosecutions and swift deportations that count.

‘Depressingly, the Tories are removing fewer foreign offenders than before, and more are absconding.

Yet again they’re letting down the police and the public.’

A Met spokesman said the latest drive ‘is not about targeting specific communities but about us targeting criminality’.

A UKBA spokesman said: ‘Those who come to the UK must abide by our laws.

‘We will always seek to deport any foreign criminals as quickly as possible.’
