Update: Buckingham Palace knifeman was a Tory council candidate

A man holding a knife to his neck has been tasered outside Buckingham Palace during the Changing of the Guard ceremony. The man stopped by police with a Taser stun gun as he ran towards Buckingham Palace wielding two knives once stood for election as a Tory councillor.
