More than half a million criminals have been let off with warnings for serious offences including rape, burglary and arson.
Official figures revealing the full scale of the problem show more than 400 sex offenders who admitted rape or attempted rape over the past 15 years walked free after being given a caution by police.
Over the same period more than 90,000 burglaries, almost 8,000 serious assaults and 7,000 robberies were dealt with by cautions, along with more than 500,000 acts of vandalism and arson attacks.

Man charged with terror offences
A 26-year-old man has been charged with terrorism offences, Scotland Yard said.
Afsor Ali was arrested on a street in north London on following an investigation by the Met's Counter Terrorism Command.
He was taken to an east London police station for questioning before being charged with four counts of possessing documents likely to be useful to a person committing or preparing an act of terrorism, police said.
Officers also searched two residential addresses in east London in connection with their inquiry.
Ali, of Scott Street, east London, was released on conditional bail and is due to appear at Westminster Magistrates' Court on December 6.

Sajan Karunakaran denies sexual assault charge at Yardley Wood nursing home
A nurse has been suspended following allegations that he groped a female colleague at a care home during a night shift.Sajan Karunakaran, who is in his 30s, worked at Bramley Court Residential Nursing Home, Yardley Wood, Birmingham, until the alleged incident in July.
He was arrested on site and suspended by his bosses pending an investigation.
Mr Karunakaran was later charged with sexual assault.
The Nursing and Midwifery Council (NMC) have imposed an interim suspension for 18 months on Mr Karunakaran, meaning he cannot work as a nurse anywhere else during that period.
He is due to stand trial over the incident at Birmingham Crown Court on January 30 next year.
The panel’s chair Miriam Karp, said: “We decided that the pending prosecutions gave cause for concern.
“The panel was mindful of the fact that the NMC had not produced any evidence of the underlying facts of the allegation. However, we are of the view that the fact that the evidence is sufficiently compelling for the registrant to have been charged with sexual assault by the Crown Prosecution Service was an important factor in our deliberations.
“The charge was serious in nature and raised issues not only of public protection but also the wider public interest. In the panel’s judgement, public confidence in the profession would be undermined if no order was made in respect of a registrant awaiting trial.”
Mr Karunakaran did not attend the NMC hearing which was held on November 6.
His solicitor Gareth Beynon wrote to the panel saying his client could not make it due to ‘domestic and financial issues’.
It also stated that Mr Karunakaran denied the sexual assault charge and had collected numerous positive character references from colleagues.
In the letter Mr Beynon asked the panel not to impose an interim suspension.
Suspension
He stated his client had no intention of gaining work as a nurse until his trial had finished and that if he was acquitted he did not want a suspension on his nursing record.
The panel dismissed these pleas saying that it was not practical to allow Mr Karunakaran to work even under strict conditions.
“We considered conditions of practice but decided the nature of the allegation was such that no conditions could be formulated at this stage which would adequately protect the public and safeguard the public interest,” added Mrs Karp. “Therefore, an interim suspension order is both necessary and proportionate.”

CCTV released in rape investigation
Police have released these CCTV images of a man they are anxious to trace in connection with the rape of a 19-year-old Kent woman on Brighton beach in the early hours of Friday, September 7th.
The man was seen entering the Oceana nightclub at around 10:30pm that evening. Then, in the early hours, he was seen to walk north up West Street towards the Clock Tower and into Duke Street.
Det Insp Ian Still said: "The identity of this man is urgently sought, given that he was close to the area of the attack and within about 20 minutes of it taking place. We would like to talk to him in order to eliminate him from our enquiries.
"He is described as Asian, in his 20s, around 5' 7", of medium build, with short dark hair. He was last seen wearing a light coloured T-shirt with a large motif on the front, blue jeans, trainers and a baseball cap.
"If you know who this man is or you were in the area of the Oceana nightclub or on the beach opposite in the early hours of Friday, September 7th, and saw or heard any suspicious activity then please get in touch.

British paedophile ring 'protected by Parliament and Downing Street'
A powerful paedophile network may have operated in Britain protected by its connections to Parliament and Downing Street, a senior Labour politician suggested yesterday.
Speaking from the back benches of the House of Commons,
Tom Watson, the deputy chairman of the Labour Party, called on the Metropolitan Police to reopen a closed criminal inquiry into paedophilia. Indicating his anxiety that there had been an establishment cover-up,
Mr Watson referred to the case of Peter Righton, who was convicted in 1992 of importing and possessing illegal homosexual pornographic material. Righton, a former consultant to the National Children’s Bureau and lecturer at the National Institute for Social Work in London, admitted two illegal importation charges and one charge of possessing obscene material. He was fined £900.
At Prime Minister’s Questions, Mr Watson said the evidence file used to convict Righton “if it still exists, contains clear intelligence of a widespread paedophile ring”. He told a hushed Commons: “One of its members boasts of a link to a senior aide of a former Prime Minister, who says he could smuggle indecent images of children from abroad.
“The leads were not followed up, but if the files still exist, I want to ensure that the Metropolitan Police secure the evidence, re-examine it, and investigate clear intelligence suggesting a powerful paedophile network linked to Parliament and No 10.”
In the aftermath of Mr Watson’s remarks, media outlets speculated that he was referring to the late former Prime Minister Sir Edward Heath – who was the subject of unsubstantiated rumours about sex with under-age boys – or to Sir Peter Morrison, a former Downing Street aide who died in 1995.
However, The Independent understands that Mr Watson’s comments were not aimed at either Sir Edward or Sir Peter, but at a living person associated with Margaret Thatcher’s administration. They are thought to involve the activities of the Paedophile Information Exchange, a pro-paedophile group in existence between 1974 and 1984, which believed there should be no age of consent.
Responding to the remarks, David Cameron said the MP had raised “a very difficult and complex case”, adding he was unclear which former Prime Minister Mr Watson was referring to. Criticising the BBC’s record on Savile – who was never caught and died last year aged 84, the Prime Minister said: "These allegations do leave many institutions - perhaps particularly the BBC - with serious questions to answer -
I think above all the question, 'How did he get away with this for so long?'.” He told MPs: "The most important thing is that the police investigation is properly resourced and is allowed to continue.”

12-year-old girl robbed and assaulted in Stockton
Police are looking for a man after a 12-year-old girl was robbed and sexually assaulted on her walk home from school.
The incident happened on Common Land near to Chadwick Walk in Stockton this afternoon.
The schoolgirl was approached by the man, who then went through her bag and then sexually assaulted her.
He is described as:
A man in his thirties
With a scar above one eye
Wearing a large earring in one ear
And with dark skin

Man in court over Cardiff hit and run attacks that killed one person and injured several
A man will appear in court today charged with murder and 13 counts of attempted murder after a series of hit and runs in Cardiff.
The 31-year-old, who police have not named, is also charged with four counts of assault occasioning actual bodily harm and dangerous driving.
He will appear at Cardiff Magistrates' Court this morning accused of murdering Karina Menzies, 31, who was killed when she was hit by a white Iveco van outside Ely Fire Station.
More than a dozen people were injured in the crashes after the first incident was reported in Crossways Road in Ely at 3.30pm on Friday.
Two of the injured adults were left in a critical condition and five children also received treatment after the driver of the white van brought bloodshed to the streets of the Welsh capital.
Catrin Evans, head of complex casework unit for the Crown Prosecution Service, Wales said yesterday: "With legal proceedings now under way, I would like to stress that the defendant retains the right to a fair trial.
"It is important that the criminal justice process is allowed to run its course without hindrance and I would therefore ask that nothing is placed in the public domain that may undermine this."

Police hunt for attackers who assaulted teen girl on way to college in Accrington
A 17-year old girl was walking along Lancaster Avenue when she
was approached by two Asian men.
The men walked behind her into Milnshaw Park, at which point, she was viciously assaulted by them.
The victim was punched several times and received a small cut to her face, believed to have been caused by a small craft knife.
Detective Inspector Jill Johnston said it seemed to be a completely unprovoked attack.
She added: "We are very keen indeed to trace the people responsible and we would ask anyone with any information to come forward as soon as possible.
"Fortunately, the girl’s injuries were only minor but she was clearly left very shaken by what happened.
"In particular, we believe there was a man, thought to be in his 60s who was walking a ‘Westie type’ dog may have witnessed what happened but has not yet spoken to police. I would ask him, if he sees this appeal, to get in touch with us – he could have vital information."
The first of the two men has been described as being Asian, in his late teens to early 20s, about six feet tall and of slim build. He was wearing a black tracksuit.
The second man has been described as Asian and again, late teens to early 20s. He was around five feet six inches tall of stocky build with a distinctive tattoo on the right side of his neck. He was also wearing a black tracksuit.
The incident happened at around 9.05am on Friday, September 28.
Anyone with any information is asked to contact police by calling 101 and quoting reference number EL1204043. Alternatively, information can be passed to the Independent charity Crimestoppers by calling 0800 555 111.

‘Met seized my Ferrari, they found out I was a sheikh, then gave it back’
The son of a billionaire sheikh today claimed
that police handed back his confiscated £200,000 supercar, and said:
“Arab money talks.”
The car was displayed outside New Scotland Yard to highlight a
campaign against uninsured drivers ordered by Commissioner Bernard
Hogan-Howe.
The Met said it would be auctioned or crushed unless its owner, 28, who was stopped in South Kensington, produced the correct paperwork. But it has now been returned.
Sheikh Rashid, son of the Emir of Ajman, which is nicknamed “little Dubai”, today posted photos of the car on his Facebook page with a triumphant message and a smiley face.
He boasted: “My Ferrari got seized in London, then they found out who i was and gave it back,” and added: “Arab money talks :D”. However, Scotland Yard said the car was returned after the owner obtained insurance, produced a valid driving licence and paid a fine, recovery fee and storage costs.
